The Education Department is making $21 billion of pandemic relief funds available to colleges and universities, with fewer restrictions than the prior round of aid. The infrastructure to distribute pandemic relief funds created last year should speed up the process, but it will still take time for schools get through the guidance and paperwork to get the money out the door.
